In view of the remarkable progress witnessed across security, development, social justice and governance, it would be both appropriate and timely for the Central Government to consider conferring a national-level award on Lieutenant Governor Manoj Sinha. Such recognition would not only honour his personal contribution but also acknowledge the collective effort that has helped Jammu & Kashmir move decisively towards peace, prosperity and inclusive growth.

Since the abrogation of Article 370 in August 2019, Jammu & Kashmir has undergone a profound and historic transformation. Under the steady and determined leadership of Lieutenant Governor Manoj Sinha, the Union Territory has moved away from decades of instability and uncertainty towards an era defined by peace, development and inclusive governance. Today, the ground realities reflect a region that is steadily reclaiming normalcy, dignity and hope.

The post-Article 370 period marked a decisive break from discriminatory practices that had long hindered equitable development. The administration led by the Lieutenant Governor focused on dismantling the ecosystem that sustained separatism, terror financing and chronic disruption. As a result, ordinary citizens are now able to pursue education, livelihoods and entrepreneurship in an atmosphere far removed from the fear and unrest that once dominated daily life. Markets remain open, civic life has revived and public confidence in institutions has visibly strengthened.

One of the most striking aspects of this transformation is the scale and pace of infrastructure development. Projects worth more than ₹1.5 lakh crore are currently underway across Jammu & Kashmir, significantly improving road connectivity, tunnels, highways and transport networks. These initiatives have not only reduced geographical isolation but have also opened new economic corridors, boosting tourism, trade and investment. Improved infrastructure has become the backbone of a more integrated and economically vibrant Union Territory.

Equally significant has been the emphasis on grassroots democracy and inclusive governance. The full implementation of the three-tier Panchayati Raj system has empowered local representatives and brought decision-making closer to the people. Youth engagement has been prioritised through the establishment of youth clubs in all 4,292 panchayats, providing constructive platforms for participation, leadership and community service. At the same time, a strong push towards entrepreneurship has resulted in nearly 7.7 lakh registered entrepreneurs, with women emerging as a vital force in the region’s growing startup ecosystem.

Social justice and equality have also seen tangible progress. Long-standing anomalies in property rights have been addressed, and welfare benefits have been extended more fairly to Scheduled Castes, Scheduled Tribes and Other Backward Classes. Communities that were previously denied basic civic rights, including West Pakistani refugees, have now been brought into the democratic and legal mainstream. These reforms have strengthened the idea of equal citizenship and reinforced trust in the system.

The renewed sense of normalcy is perhaps most visible in the revival of public spaces and cultural life. Tourism has rebounded strongly, with places like the Srinagar riverfront and Polo View market bustling with activity. Young people are increasingly visible in sports, cultural events and community initiatives, reflecting a generation that is more confident, aspirational and connected to the national mainstream.

On the security front, enhanced coordination between intelligence agencies and law enforcement has resulted in effective disruption of terror networks and financing channels. The policy of zero tolerance towards terrorism has ensured that peace is not only restored but also sustained, creating an environment where development initiatives can take root without fear or interruption.

Taken together, these achievements underline the pivotal role played by Lieutenant Governor Manoj Sinha in steering Jammu & Kashmir through one of the most critical phases in its history. His leadership has demonstrated that firm governance, combined with sensitivity towards public welfare, can bring about genuine and lasting change.
