‘Extensive Land Acquisitions, Luxury Assets, Financial Investments:ACB Registers Case Against ‘Corrupt’ Retired Engineer

Srinagar, Jan 13 : The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a case against Riyaz Ahmad Parray, a retired Superintending Engineer of the Public Works Department (R&B), for allegedly amassing wealth far beyond his known sources of income during his tenure.

The ACB investigation has brought to light significant assets and investments spread across multiple locations, raising serious concerns about corruption and misuse of office.

The investigation, launched following allegations of corrupt practices, revealed that Parray, a resident of Hygam village of North Kashmir’s Baramulla, had acquired an extensive portfolio of immovable and movable assets. These include properties in Hygam, Srinagar, Jammu, and Delhi, along with substantial investments and expenditures that are disproportionate to his known sources of income.

According to the ACB, Parray had deliberately enriched himself through illicit means during his service period, acquiring wealth far exceeding a case was registered at the ACB police station in Baramulla against the accused.

ACB said that search operations were conducted at multiple locations across Jammu, Srinagar, and Delhi following search warrants obtained from the court. Several incriminating documents related to property acquisitions were seized in the presence of independent witnesses.

The investigation uncovered a staggering array of assets, including: a 3BHK flat in Greater Kailash, Jammu, a 3BHK flat in Chhatarpur Enclave, Delhi, a house on Residency Road, Jammu, and another in Hygam, Sopore, a palatial house in Bagh-e-Mehtab, Srinagar, a shopping complex in Hygam, Sopore, housing businesses, including a J&K Bank branch, four shops in Hygam, Sopore, along with extensive landholdings totaling over 20 kanals in Baramulla and Hygam.

In addition, Parray owns several vehicles, including a Tata Safari, Hyundai i10, WagonR, and a John Deere tractor. Financial records revealed fixed deposits worth Rs 88 lakhs across J&K Bank and HDFC Bank, insurance policies valued at Rs 45 lakhs, and significant expenditures on loan repayments.

The ACB has termed the findings as a clear case of disproportionate assets and is continuing its investigation to determine the full extent of the alleged corruption. [KNT]
