Srinagar, Oct 16: A purported video showing senior IAS officer Kumar Rajeev Ranjan allegedly using abusive language against woman JKAS officer Beenish Wani during an official online meeting has triggered widespread outrage in Jammu and Kashmir, with social media users demanding stern action and raising serious questions about accountability, workplace dignity and the exercise of administrative authority.
The controversy centres on a Mission YUVA review meeting held on October 14, during which Ranjan, Administrative Secretary of the Labour and Employment Department, was reportedly discussing the role of the National Rural Livelihoods Mission (NRLM) with Wani, Assistant Director at the Employment and Counselling Centre, Ganderbal.
According to accounts accompanying the circulating video, Wani was attempting to explain her office’s position and the difficulties concerning coordination with the concerned agency when the exchange escalated. Ranjan is allegedly heard interrupting her, telling her to remain quiet and using derogatory language, including the words “You are bloody shit” and “I am your boss.”
The footage also purportedly captures the senior officer directing officials to prepare a suspension order against Wani. The exchange has provoked criticism because it allegedly occurred during an official review meeting, where differences over performance, targets and administrative coordination were expected to be addressed through professional discussion rather than personal insults or intimidation.
The incident has since become a major talking point on social media, with netizens calling for stern action against the officer and demanding an impartial investigation into the circumstances surrounding the confrontation. Several reactions have focused on the power imbalance between senior and subordinate officers and the need to ensure that administrative hierarchy is not used to undermine the dignity of government employees.
The controversy has also reignited a wider debate over the functioning of the bureaucracy in the Union Territory, where critics have repeatedly questioned the concentration of administrative authority and the accountability of senior officials. For many commenting on the episode, the issue extends beyond an alleged exchange between two officers to the broader question of whether the government workplace provides adequate safeguards against humiliation, intimidation and the arbitrary exercise of authority.
The Jammu and Kashmir Administrative Services (JKAS) fraternity has condemned the alleged verbal abuse and public humiliation of Wani and sought an impartial inquiry. The fraternity has maintained that administrative accountability and performance monitoring are essential, but cannot justify abusive language, intimidation or conduct that undermines the dignity of a serving officer.
The demand for an independent probe has added weight to calls for the administration to establish the full sequence of events, examine the complete meeting record and determine whether any official instructions concerning Wani’s suspension were issued. Any inquiry, officers and employees have argued, must also ensure that the woman officer does not face retaliatory action for the incident or for raising concerns about her treatment.
The department, meanwhile, has issued a clarification describing the circulating clips as selectively edited and unverified. Ranjan has also reportedly questioned the authenticity of the video, with one account quoting him as saying it could be “morphed or AI-generated.”
Wani, however, has reportedly confirmed that the incident took place and rejected suggestions that the video was fabricated. In comments reported by the media, she stressed that a woman’s dignity must be protected and that no one should be treated in such a manner. Ranjan has separately expressed regret over any inappropriate words he may have used in the heat of the moment and urged people to consider the wider context of the meeting.
“The competing claims make an impartial examination of the complete, unedited recording and the official proceedings particularly important. Establishing the authenticity and context of the footage, as well as verifying whether a suspension order was actually initiated, would help distinguish the facts from the allegations and determine responsibility,” a top official told the news agency Kashmir News Trust.
The episode has placed the conduct of senior officials under public scrutiny at a time when citizens and government employees alike expect transparency, professional standards and accountability from the administration. Observers have called for the matter to be addressed through a credible process rather than allowing the controversy to end with competing statements and online reactions. [KNT]
